With the seemingly vey bright future for battery-powered cars and trucks (passenger and freight), will the US be able to develop the key materials and processing domestically - or will the US continue to be dependent on foreign sourcing?

It's a risky situation to be in.
The WSJ reports that "The recently passed Inflation Reduction Act, which provides incentives for North American-built batteries and penalizes car companies that source batteries abroad, is spurring a wave of new projects in the U.S.—from cell-making factories to new ventures to mine the raw materials."
And that's good news.
