The researchers at Ball State University's Center for Business and Economic Research, with its partners at an organization called Conexus Indiana, have as usual released their 2020 Manufacturing and Logistics Report Card.
That report gives on overall A to F rating on each state across nine attributes, from overall manufacturing health to global reach of manufactured goods in each state.t
Using those grades, SCDigest converted each to a number and took an average, which led to Utah ending out long-time leader Indiana for the top spot. (See Which US States are Best for Manufacturing 2020?
One of the.ninel attributes is overall manufactuing health, which is calulated based on three factors: the share of total income earned by manufacturing employees in each state, the wage premium paid to manufacturing workers relative to the other states' employees, and the share of manufacturing employment per capita.
With those criteria, just a handful of states rceived a grade of A, as shown in the graphic below:

As can be seen, the states receiving a A grade are: Indiana, Kentucky, Iowa, Michigan, and South Carolina, with Midwest states dominating the list.
